Exmo. Senhor Presidente da Assembleia da República,
Há muito que se observa o aumento significativo e sustentado de publicidade e de marketing agressivos no meio televisivo por parte de casas de apostas e casinos, cujo objetivo é enriquecer exponencialmente através da fomentação do vício do jogo, conduzindo ao endividamento do cidadão, à sua ruina financeira, à destruição do núcleo familiar e, por vezes, ao suicídio, por não existir forma de saír das dívidas contraídas.
Pela voz do cidadão comum, que contesta que a taxa de Contribuição para o Audiovisual (CAV) cobrada obrigatoriamente na fatura de energia eléctrica mensalmente - à data de Novembro de 2025: €3,02 (€2,85 + 6% de IVA) seja utilizada para financiar publicidade a casas de apostas e casinos como a Betclic, Betano, Bacana Play, Solverde, Placard, 888 Casino, bwin, Casino Portugal, luckia e Lebull, assim como a utilização de fundos públicos para pagar a personalidades do âmbito televisivo para apoiar campanhas publicitárias de casas de apostas e casinos.
O jogo compulsivo não serve o interesse público, nem devia ser custeado pelo contribuinte, na medida em que o jogo não educa, nem contribui para o melhoramento do indivíduo a longo termo, constituíndo muitas vezes a causa por detrás de problemas do foro psicológico e financeiros, que conduzem à degradação da família e da sociedade.
Exige-se a abolição de publicidade e marketing de casas de jogo e casinos nos canais televisivos nacionais, assim como o financiamento dos mesmos pelo contribuinte através da CAV. O contribuinte comum não foi consultado, não consentiu, nem nunca consentirá custear empresas que apoiam vícios e a degradação da sociedade. Da mesma forma que a publicidade do tabagismo foi abolida, o apoio ao jogo por meio de fundos públicos também o deve ser.

Your Excellency, President of the Assembly of the Republic,
A significant and sustained increase has been observed in aggressive advertising and marketing practices on national television by betting operators and casinos, whose objective is to exponentially expand their profits through the promotion of addiction to gambling. Such practices lead citizens into indebtedness, financial ruin, the breakdown of family structures, and, in some cases, suicide, as individuals find no viable means of escaping the debts incurred.
On behalf of ordinary citizens, we express our objection to the fact that the Audiovisual Contribution (CAV) fee—mandatorily charged on the monthly electricity bill and amounting, as of November 2025, to €3.02 (€2.85 + 6% VAT)—is being used to fund advertising for betting operators and casinos, including Betclic, Betano, Bacana Play, Solverde, Placard, 888 Casino, bwin, Casino Portugal, luckia, and Lebull. We further reject the use of public funds to remunerate public figures for their participation in promotional campaigns for these gambling entities.
Compulsive gambling does not serve public interest and should not be financed by taxpayers. Gambling offers no educational nor long-term developmental value to individuals and is frequently the underlying cause of psychological and financial harm that undermines families and the social fabric.
We therefore call for the prohibition of all advertising and marketing by betting operators and casinos on national television channels, as well as the cessation of any taxpayer-funded support through the CAV.
Taxpayers were not consulted, did not provide consent, and will not consent to subsidising companies that promote addictive behaviours. Just as tobacco advertising was abolished, the allocation of public funds to support gambling should likewise be terminated.
